Sometimes a buyer fills the cart, then realises the quantity deserves a better price. This button lets them ask without starting again.
Switch it on under Quotes, then Settings, then Display, in the Cart to quote button section. It is off by default.
Keeping the cart means a shopper who changes their mind can go straight back to checkout without adding everything again.
